Canada and Britain Top Americans' Country Ratings Once Again

PRINCETON, NJ -- In a recent update of Gallup's annual World Affairs survey, Americans were asked to give their impressions of 25 countries, all of which figure importantly in U.S. foreign policy. The responses reveal six broad categories of nations according to their popularity among the U.S. general public. At the top of the list are Canada and Great Britain, toward which 90% or more of Americans have a favorable view. This breadth of feeling is matched at the bottom of the list by Iran and Iraq, for which 80% or more of Americans have an unfavorable view. Between these extremes, many countries are shown to have more moderately positive or negative images in the United States, while two countries -- China and Vietnam -- garner as much negative as positive reaction from Americans.

America's leading Western allies or partners in the G7 economic superpower club -- including Canada, Great Britain, Germany, France and Japan -- receive the most positive ratings of all the countries tested in the Feb. 4-6 Gallup survey. (Attitudes toward the other G7 country, Italy, were not assessed in this survey.) A variety of mostly Islamic nations, including Iraq, Iran, the Palestinian Authority and Libya, are among the most negatively viewed. The only Islamic nation rated that a majority of Americans see favorably is Egypt, putting it roughly on par with India and Israel in the rankings.

Saudi Arabia Suffers Sharp Image Decline

When the results of the current survey are compared to those from a year ago, it seems clear that the events of Sept. 11 have affected Americans' views of certain countries. Most dramatic is a decline in Americans' view of Saudi Arabia, the home to several of the Sept. 11 hijackers, as well as Osama bin Laden. Last year at this time, 47% of Americans had a "very" or "mostly" favorable view of Saudi Arabia and 46% had a "very" or "mostly" unfavorable view. This year, attitudes tilt sharply negative, with only 27% favorable and 64% unfavorable.

Other Arab/Islamic entities also experiencing a significant decline in their favorable image in the United States over the past year are the Palestinian Authority (at 14% today, down from 22% in 2001) and Egypt (54% today vs. 65% last year).

Three Countries Score Improved Ratings

Perceptions about Great Britain -- America's most vocal and visible ally through the Sept. 11 crisis -- have improved somewhat since February 2001, with a notable increase in the number of Americans expressing strongly positive views (48% view the country "very" favorably today vs. 41% last year). The total favorable view of Great Britain (including those who have a "mostly favorable" view) increased from 85% to 90%.

Even larger jumps in positive sentiments are seen for Pakistan and Russia. Today, 30% hold a favorable view of Pakistan, compared to 21% in March 2000. Favorable ratings of Russia are now 66%, up from 52% last year.

Attitudes toward India and Israel, both of which receive moderately positive ratings, did not change in the past year. The ratings of several Islamic countries that were already viewed extremely negatively prior to Sept. 11 -- Iran, Iraq and Libya -- also remained constant.

To follow is a summary of the ratings for all 25 countries rated in the Gallup survey, grouped into six categories ranging from those with the most positive image to those with the most negative. It should be noted that the positive and negative categories are not completely parallel. There are three categories of positively rated countries, ranging from mildly positive to moderately positive to highly positive. By contrast, there are only two categories of negatively rated countries: highly negative and moderately negative. The sixth category, falling between positive and negative, includes countries for which equal numbers feel favorably and unfavorably.

Tier 1: Countries With Highly Favorable Images in the United States

Of the 25 countries measured in Gallup's 2002 World Affairs survey, Canada, Great Britain, Germany, France and Japan enjoy the most favorable ratings from Americans. Positive attitudes are particularly strong toward Canada and Great Britain: not only do 90% or more of Americans feel favorably toward them, but close to 50% say they have a "very" favorable view of these countries. More moderately positive feelings are expressed for France, Germany and Japan, but still the percentage viewing them very or mostly favorably totals 79% or more, with only 16% or less viewing them unfavorably.

The "net favorable" ratings for these five countries -- calculated as the percentage favorable minus the percentage unfavorable -- are all higher than 60%, with Canada highest, at 87%. There are few noteworthy distinctions by subgroup in Americans' attitudes toward these countries -- not surprising given the high level of favorable responses toward each of them. Large majorities of Americans in all age, racial, gender, regional and political party groupings feel favorably about each of these countries.

Tier 2: Countries With Substantially Favorable Images

Three countries -- Mexico, Russia and Taiwan -- are viewed favorably by roughly two-thirds of Americans and unfavorably by roughly one-quarter, yielding a net favorable percentage of about 40%-50%.

Some moderately sized differences are seen in attitudes toward these countries among different population subgroups. For instance, women tend to view Russia less favorably than do men (57% vs. 75%). With 69% of Republicans viewing Taiwan favorably, Republicans are more favorable toward this country than are either independents (61%) or Democrats (57%). Residents of the South (68%) appear to be somewhat less favorable toward Mexico than are those living in the East (76%) or the West (76%).

Tier 3: Countries With Moderately Favorable Ratings, but With Significant Negatives

A handful of countries in the Middle East, the Indian subcontinent and Asia have muted favorable ratings. All are viewed favorably by a majority of Americans, but they are also viewed unfavorably by roughly a third of the public. This yields fairly low net favorable percentages of between 20% and 23% for these countries. The countries in this group are Israel, the Philippines, India, South Korea and Egypt.

Among the notable differences in demographic attitudes toward countries in this category:

  • Favorable attitudes toward the Philippines tend to be higher among young adults (65% of those 18-29 view it favorably) than among those 30-49 (57%) or 50 and older (51%).
  • The same age pattern is seen for India, with 18- to 29-year-old adults being more positive than are those in older age categories (60% of those aged 18-29 vs. 50% of those 50 and older).
  • Republicans (68%) view Israel more favorably than do either independents (51%) or Democrats (55%).

Tier 4: Countries With Mixed Images

Americans are evenly divided in their views toward Vietnam and China. Roughly equal numbers say they have a favorable view of each nation as say they have an unfavorable view.

Large generational differences are seen in attitudes toward both Vietnam and China, with young adults tending to be much more positive than are those in the older age brackets. These age differences are particularly large with respect to China, toward which a majority of those aged 18-29 have a favorable view and a majority of those 30 and older have an unfavorable view.

Tier 5: Countries Viewed Mostly Unfavorably

The countries in this group are viewed unfavorably by close to two-thirds of Americans and favorably by roughly one-third, yielding net favorable percentages of –30% or more.

The largest demographic differences seen in attitudes toward these countries appear by age, perhaps reflecting different historical perspectives on the countries. Attitudes toward Cuba, Colombia and North Korea tend to be much more positive among younger Americans than among those aged 50 and older. Attitudes toward Afghanistan are reversed, with favorable ratings of that country tending to be highest among older Americans.

Tier 6: Countries Viewed Highly Unfavorably

Iraq, Iran, the Palestinian Authority and Libya all receive the most highly negative ratings from Americans, with unfavorable ratings ranging from 68% to 88% and favorable ratings ranging from just 6% to 15%. However, even in this group, Iraq stands out as exceptionally unpopular, with a net favorable rating of –82%.

Adults aged 18-29 tend to be more favorable toward each of these countries than do those in the older age groups. The percentage favorable for each country among young adults is 32% for Libya, 23% for the Palestinian Authority, 23% for Iran and 12% for Iraq.

Survey Methods

These results are based on telephone interviews with a randomly selected national sample of 1,011 adults, 18 years and older, conducted Feb. 4-6, 2002. For results based on this sample, one can say with 95 percent confidence that the maximum error attributable to sampling and other random effects is plus or minus 3 percentage points. In addition to sampling error, question wording and practical difficulties in conducting surveys can introduce error or bias into the findings of public opinion polls.
