About Andrew

Andrew Rzepa is a senior partner at Gallup and leads the firm’s Public Sector division across Europe, the Middle East and Africa. Based in the United Arab Emirates, he also serves as Gallup’s global lead for engagements with the United Nations system. Over the past decade, Andrew has designed and directed some of the most ambitious global research programmes with direct implications for public policy, partnering with national governments, international organisations, foundations and multinational corporations to generate actionable evidence that closes data gaps and advances human development.

Andrew has led numerous programmes and won international awards for his role in the development of innovative metrics for quantifying the health and progress of societies. These indicators, created in partnership with governments and philanthropic institutions, have been embedded in national strategies and multilateral frameworks. In addition to designing and implementing research, Andrew works directly with national and regional organisations to leverage insights from primary and secondary data to enhance the competitiveness of their societies.

Andrew has worked on the U.N. Sustainable Development Goals (SDGs) since their inception. He led Gallup’s collaboration with the Food and Agriculture Organization of the U.N. on developing SDG indicators 2.1.2 (food insecurity) and 2.2.4 (diet quality), and successfully advocated for the inclusion of an experiential measure of safety under SDG 16.1.4. His leadership has also shaped global measurement approaches on water insecurity, risk perception, and public trust in science and vaccines.

He serves on several high-level advisory boards, including the Statistics Advisory Panel for the 2025 U.N. Human Development Report. He is also a senior associate at the Center for Strategic and International Studies (CSIS) in Washington, D.C., where he contributes to global development and policy dialogues.

Prior to joining Gallup, Andrew worked as a management consultant in Brussels, London and Hong Kong. He is a non-practising solicitor of England and Wales (admitted in 2006).
