Andrew leads Gallup's public sector divisions in Europe, the Middle East and Africa. He is responsible for Gallup's global research programmes in the regions, partnering with charities, governments and Europe-based United Nations entities to address global data gaps.

Andrew leads the Gallup teams that support the Food and Agriculture Organization of the United Nations on the Voices of the Hungry project. This project validated and mainstreamed the use of the Food Insecurity Experience Scale (FIES) as a direct measure of food insecurity. FIES has been adopted as a Sustainable Development Goals (SDG) 2.1 indicator. Andrew also leads Gallup's collaboration with the Walk Free Foundation and International Labour Organisation to track the prevalence of modern slavery across the world in support of SDG 8.7, in addition to other global engagements on water insecurity, risk, trust in science and vaccines. He serves as an adviser to a number of groups, including the U.K.'s What Works Centre for Wellbeing. He is also a senior (nonresident) associate with the Washington D.C.-based Center for Strategic and International Studies.

Before joining Gallup, Andrew served as a management consultant across various sectors from offices in Brussels, Manchester and Hong Kong. He is a non-practising solicitor and was admitted to the roll of solicitors of England and Wales in 2006.
