Gallup measures employee engagement using the Q12, a 12-item survey covering the workplace conditions most closely linked to performance, including role clarity, resources, recognition, development and connection to purpose. Employees rate each item on a five-point agreement scale, and Gallup applies a proprietary formula to these scores to classify each employee as engaged, not engaged or actively disengaged. This approach sets a higher bar than simple satisfaction surveys, since it's built on decades of research linking specific, actionable conditions to measurable business outcomes.

The Q12 is Gallup's core survey for measuring employee engagement. Its 12 items are organized into a hierarchy of needs — basic needs, individual contribution, teamwork and growth — and cover the workplace conditions Gallup has found most closely linked to performance, from role clarity and having the right materials to recognition, development and a sense of purpose.

Employees rate each item on a five-point agreement scale, and since its final wording and order were completed in 1998, the Q12 has been administered to nearly 64 million employees in 228 different countries or territories and in 77 languages. Its structure has held for decades because the correlations were consistent across different organizations, meaning the same 12 items predict performance regardless of industry or geography.

Gallup recommends conducting an initial survey to create your benchmarks, then surveying every six months to track progress toward your goals.

The right cadence depends on your organization's goals and capacity to act on results. A survey without a follow-up plan can do more harm than good, since employees who see no change after sharing feedback tend to disengage further. Whatever schedule you choose, plan the response before you send the survey.

Gallup's employee engagement studies show that top-quartile engaged teams outperform bottom-quartile teams across nearly every business outcome that matters:

These figures come from 736 research studies across 347 organizations in 53 industries, with employees in 90 countries, covering 183,806 business and work units that included 3,354,784 employees, making it one of the largest studies ever conducted on the relationship between engagement and performance.

Gallup measures a "good" score relative to its global database rather than a fixed number. The threshold for world-class performance is generally the 75th percentile of that database, and Gallup Exceptional Workplace Award winners average 70% engagement, well above the 20% global average in 2025.
